MECP Training Session #2 – Updates to Environmental Permissions for Waste Management System Activities

On August 1, 2025, new rules came into effect that impact waste transportation systems. As a result, we wanted to provide you with more information on these changes and resources to help support you.
What has changed?
Ontario Regulation 119/25 (O. Reg. 119/25) now requires additional waste management systems to register in the Environmental Activity and Sector Registry (EASR), rather than obtaining an Environmental Compliance Approval (ECA), and includes additional activity requirements that must be followed.
Additional waste management systems that collect, handle, transport, or transferthe following wastes and additional waste activities are now required to register in the EASR, including:
· non-hazardous waste
· asbestos waste
· hazardous waste (excluding pathological waste, polychlorinated biphenyl [PCB] and radioactive waste)
· liquid industrial waste
· temporary in-vehicle storage of waste overnight for waste that is destined out of province where waste cannot be delivered on the same day as it is picked up
· temporary in-vehicle storage of waste and until the next business day for hauled sewage

When do I need to register?
You can continue to operate under your existing ECA at this time; however, you must register in the EASR by August 1st, 2028, or prior to making any modifications that would require an amendment to your ECA, whichever comes first.
Note: If you have an existing waste management system ECA that is subject to registration, and your ECA includes terms and conditions that impose different standards, procedures or requirements than those set out in Regulation 347, please contact us.
Need help registering in the EASR?
To assist you with registering your waste transportation system in the EASR, we are offering one on one sessions throughout each month to provide live assistance with:
1) creating your online ministry account
2) linking an authorized representative account to a business or individual
3) helping you navigate the online registry for waste transportation systems
You can register for a session to assist you with any or all the above items by visiting our booking page.
Please come prepared with the required materials for the session. A list of materials for creating your online ministry account can be found on How to set up and manage an account to access environmental permissions online services | ontario.ca. Registration requirements can be found in O. Reg. 119/25. The new registration form, effective August 1, will also outline the materials and information needed to complete the registration.
